Director, Andrew Sanchez Memorial Youth Center, Columbus, NM
Otero founded a community center in an old fire station to offer a safe haven for children of farm workers. When she saw growing numbers of senior residents suffering from isolation and poor nutrition, she and her mother cashed in hundreds of aluminum cans and began serving them hot meals at the center.
